Bug - Not A Bug Maximizer equipping Giant Ashtray instead of Ouija Board

I have a Ouija Board, Ouija Board in my inventory and when I did a maximize +mus i expected it to use the board but it equipped the giant clay ashtray instead. Shouldn't it have equipped since it would give me higher muscle?
 
1) Are you a Turtle Tamer?
2) What is your base muscle?

In order to consider whether a "+Muscle Percent" modifier is better than a "+Muscle" modifier, we need more details of your character...
 
Also did you have any Smithsness buffs on ? Whilst you can have Merry Smithsness on constantly in run, if it isn't up, items based on it don't look nearly as good.
 
Yes I am Turtle Tamer and My Base muscle is 29. So the ashtray is better than the board since i would only get an increase of 2 from the board and 5 from the ashtray
