Bug - Fixed Recognizing bag o' tricks

I just upgraded from 16184 to 16349. In the latest version mafia won't recognize the cli command "use bag o tricks". It also doesn't recognize "use bag o' tricks".
 
Aha, clearly this is the fallout from not allowing filtering to allow through things that don't match the filter.

The first one appears to result from the filter only looking at the primary use of an item, the second one due to not considering infinitely usable items to be usable.

I think I'll treat those as bugs instead.
 
r16351 should fix Legendary Beat type issues (filter treats infinitely reusable items as usable).

Does NOT fix Bag o' Tricks type issues (usable is a secondary rather than a primary type).
