Feature Preference to track if Letter for Melvign the Gnome has been used.

Could we track if the Letter for Melvign has been used this ascension? There doesn't seem to be anything that tracks it and not having the Letter isn't sufficient :(

EDIT: This appears to have a case in UseItemRequest but when I use the item, I observe no preference change. This Feature request should probably be converted to a Bug.
