Not 100% certain how to get the skill info.
Taffy effect info:

Underwater combat effect:
Red: gives you an underwater item at the end of combat
Orange: deals 150-242-? physical damage every round
Yellow: Yellor Ray, 75-turn CD
Green: copy monster as envyfish egg; only one envyfish egg usable per day
Blue: all hits are crits
Indigo: banishes your opponent without consuming an adventure
Violet: restores your HP and MP at the end of combat and blocks your opponent in battle.

Potion Effect (as they're not fully contained up there):
Red: Cinnamon Challenger - +X/10 Moxie Stats per Fight; +X/2 Moxie
Orange: Orange Crusher - +X/10 Muscle Stats per Fight; +X/2 Muscle
Yellow: Sour Softshoe - +2X% Meat from Monsters; +X% Items from Monsters
Green : Soda Jerked - Regenerate X/2-X MP per Adventure
Blue: Blue Swayed - +X/10 to Familiar Weight; +X/5 Familiar Experience Per Combat
Indigo: Closer to Fine - Regenerate X-2X HP per Adventure
Violet: Purple Reign - +X/10 Mysticality Stats per Fight; +X/2 Mysticality
X is the number of turns of the effect remaining, capped at 50.

12003 (committed 2 minutes before this thread was posted, though there was no way to tell from reading this forum) should be full support for this libram. Except not for the sea-only combat uses, if any of that stuff needs tracking.

Looks like the Envyfish Egg is the only thing that would go for full tracking (Daily Deeds).

Combat message for attempting to use a taffy when not underwater (if that helps):
You toss the taffy into the air, but nothing happens. You remember people talking about how great salt-water taffy is -- maybe if you tried using this underwater...

Did you even put the rare taffy summons on the same counter as the rare party favor summons? Early spading indicates they share the counter. Though honestly I might want to wait for day two or three before I'm 100% certain. Just getting this out there.
