That customization is fine, although possibly overcomplicated. It would also be acceptable to have check boxes or number boxes on the php page you could set.

Just because you display them in a certain order doesn't mean you have to submit the variables in that order. It is perfectly acceptable to do this: {{#if:{{{1}}}|(stuff) {{#if:{{{12}}}|(stuff) {{#if:{{{2}}}|(stuff) While perhaps a bit confusing, it will work.
