Bug - Cannot Reproduce Mafia can't find "sweat out"

also now having problems with cinch.
Could not find a known, usable skill of yours uniquely matching "1 Cincho: Party Soundtrack"

going to the skills page and manually casting worked fine.

Looking back at the dates of the posts in this thread, both times, Cincho didn't work 4 days after Sweat Out didn't work. May 28-June 1 and September 23-27. The two instances are separated by 118 days. Is there something that runs on a cycle of 118 days?
